She might having pes planus ( flat foot ) deformity,
It means absence of medial longitudinal arch on the foot,causes flat foot appears,
As you told that baby have therterd cord syndrome,so it might be because of that also.

she must do the various type of exersice,
calf strecthing in sitting,
rod or ball exersice for foot,
shoe modification etc
