Asked for Male, 28 Years

Hi, my husband is getting skin rashes whenever he rides bike in cold weather or he sit in high air conditioning room. No pain and all.. this rash will be there for an hour or 2 and it will vanish. Please suggest us to proceed with further treatment. Do we need to consult a general physician or a skin specialist. Thanks in advance.
