Asked for Female, 31 Years

My 2 year old child developed rashes on neck n shoulder ..Kind of skin issue.he had eczema in early age till 1 year after that again he has rashes on skin. He is also having dry skin issues as he drinks very less water.I tried calamine lotion which doesn't minimize rashes.
