Skin problem near chin

I am having a skin problem on my chin. The colour has become pink and looks like a fungal problem. When the skin is dry there is a white layer over the patch. It also itches at time. I used to be have a beard to keep it covered. The patch sometimes disappears and becomes small some time it is very apparent
