Skin problem in feet & palm

My dad is having a severe skin problem from last 4-5 years. he's turning 60.. and is diabetic. he has a very dry skin in his feet as well as his palms. he has tried few doctors but none seem to be good. please suggest what to do. he finds it difficult to even walk for longer duration or drive. URGENT TREATMENT AND HELP REQUIRED
