Skin numbing before blood sample collect

Asked for Female, 32 Years

My daughter is 4.8 yrs and 25.5 kgs. We need to have her blood test and get blood sample collected. We don't want her to go through the pain of needle insertion, she has already suffered this pain when she was 2 and was administered IV. How and when to apply Toplap numbing cream on her skin and where for blood sample collection?
