ok so first of all the baby is too small for you to be focussing on his/her skin colour rather than general health and growth. Skin colour changes with growing age and there is no specific age limit for that.
Next Steps
donot try to put any steroidal fairness cream as the baby's skin is very sensitive at this age and these creams can cause severe reaction in return and make the skin colour more darker on a long run.

Skin color is hereditary. So no need to worry. And your child is 20 months old only... There are lot of skin color changes as the growth occurs.
