Skin dirty and oily

Over the past year I have been getting build ups of what seem to be like pockets. It’s swelling under the skin and when I squeeze a clear oily substance comes out. It will go down and then build back up making me look fatter or like I’ve gained weight. When it build up thy are painful. No matter how much I scrub and exfoliate I’ll dry off and then wipe myself again and I’m still dirty and oily.
