From your description it seems to be an allergy. Since it is only over the face it can be due to something the face is getting exposed to. And our skin has the property that once an allergy starts to something it may be initially to one thing and gradually the skin becomes allergic to multiple things.
Next Steps
As of now your allergy needs to be treated first nd for that you may need to antihistamine tablets like cetrizine for sometime and you can apply calamine lotion twice daily on your face
Health Tips
If this is not helping you , you have to go and meet a dermatologist who can help you .Because sometimes you may eve need to be put on steroid creams or even tablets which can be done under a doctor's personal supervision only
