Severe flaking of white particles hair

Asked for Female, 19 Years

I'm 19. Ever since about a yr ago I've noticed EXTREME flaking head. Not only scalp but anywhere I touch and give a little tousle to hair, even especially in front temple area. Hair used to be thick,now thinning so much and split ends easily. Please help.Got haircut but split end come back if no solution.Head n shoulders not much help.Pls product?
