It looks like infection. You can do warm compresses 4times a day for a week . Use eye drop moxifloxacin 0.5 % 4 times a day for a week.

There is infection.pl use Moxicip eye drops, 2drops 4times a day. Pl check for Diabetes.if it is there, it must be under control. Pl use antibiotics also.pl Do warm compresses also.pl consult Ophthalmologist for further evaluation and treatment.
