My dad has 2 screws on his right ankle for the past 27 years,now he is having back pain, is it because of the screws?, Is it need to be removed (he has no pain around it). X Ray report shows only back spasm,is it because of the screws,if we remove the screws will he able to walk normally as he is right now?

If at all if he is having pain in ankle and due to this if he is walking towards one side for 20 yes this might have caused back pain but there are also other reasons for back pain. However try removing screws and it might work but not guaranteed.
Removing screws put 8n 27 years ago, is not going to be easy at all. If you get him assessed by an Orthopaedic Surgeon and get him proper physiotherapy it will be the best.
