Redness and inflation near penis skin

Asked for Male, 2 Years

A 21 months old boy, who has developed redness and puss formation near the tip skin of penis. he was consulted with pediatric physician and treated with antibiotic for 5 days. It was okey but resurfaced after 15 days. Again the same treatment was repeated along with antifungal ointment (by consulting the same doctor) for 6 days. It was appearing normal but has occurred once again after 10 days. Please advise the suitable treatment.
