Reddish brown patch on the wrist of both

My brother is diabetic, details are mentioned, last 10 days he has developed some itchy rashes which no longer is itching anymore, but a very reddish patch on both the wrist shown. Please advise accordingly.pics attached. He is 33 yrs, 5'8" , 70 kg weight, having same diabetic medicine for long( Gemer0.5, Olymprix20) allergic to Sulpha drugs, NSAIDS, mom survive Stephen Johnson
