Rashes on legs

Asked for Female, 2 Years

My daughter who is 2 yrs old, she has Red circle spot and rashes at legs. Have consulted local doctor they are saying it is minor infection and asked to avoid water. I wanted to get second opinion. Any help on this will be appreciated.
