  4. Rashes inside penis skin. A big issue.

Rashes inside penis skin
No pain no itching...But some irrigation at top skin of penis. When I checked there is red rashes formed under skin I have to pull skin to see them . Whom to contact and plz suggest. Is it a big issue.
