I am having this rash on my thighs for almost a month now. This is a recurring issue which happens every winter. I have extremely dry skin.

From the picture you have posted it seems to be winter eczema but proper examination and detailed history is needed for correct diagnosis and complete treatment.You can use moisturiser immediately after bath to prevent this especially during winter season ,repeat moisturiser if needed.
