Rashes at different places

Asked for Female, 30 Years

Hello Doc, I have got rashes at different places along with itching. These rashes are like dry skin and when i touch them, the skin at those parts feel smooth unlike the other parts of skin. Please check and let me know. I have attached the rashes on my neck and jaw line. Kindly zoom it. Are these dry skin due to winter or fungal infection?
