Rashes and itching on and around neck.

Asked for Female, 29 Years

I have been having itching and rashes around and under my necks for last 1 month .The rashes are in red color.Had met a dermatologist and used mometa cream but its not reducing . Rashes around neck was slightly there from last 1 year but it was not in red color .Now rasges and itching are there in Breast area also .Done the LFT test as i have fatty liver ,but LFT Result is normal now . Pls suggest me which doctor/department i have to consult for further .do i need to any tests ? pls letme know
