Rash for Weeks

I've had a rash on my face and neck for weeks. Steroid cream has helped it and it seems to clear up, but it keeps coming back and I have to use even more cream. It's flaky and itchy but doesn't look like psoriasis. It's red around the outside and gets pale in the middle. It's ruining my life because I don't have any confidence and just want to hide because of it.
