Raised hair follicles and discoloration

Asked for Female, 27 Years

A patch of skin on his leg with raised hair follicles and they are black? When you feel it it is hard and feels stiff underneath it. There is no pus or anything, they seem dry. He said he has had it for some time, since he was a child. I have a picture if needed. I've tried googling answers but nothing seems to fit it
