If saliva of a bat or a dog  falls on a piece of cloth and then droplets of saliva from that cloth splash into the eyes, would this be considered an exposure?

Rabies transmission requires direct contact of infected saliva with mucosa or broken skin. Indirect contact like saliva first falling on cloth and then splashing into the eyes is extremely unlikely to cause transmission and is generally not considered a significant exposure.
Next Steps
Wash the eyes immediately with clean water/saline. If there is any doubt about direct exposure to a potentially rabid animal, consult a doctor for risk assessment and need for vaccination.
Health Tips
When in doubt, especially with bats or unknown animals, it is safer to seek medical advice for post-exposure prophylaxis.
