Hello sir, you have been assigned to me to give a second opinion. I have not seen you first hand. But looking at your issues, if your father is a diagnosed case of Bipolar disorder , and he is currently suffering an episode. Then sleep is the first thing that must be treated before he will recover further. Consultant your primary Psychiatrist, but in the mean time you can consider increasing the night dose of quetiapine to 100 mg ( 2 tablet of 50mg) but as an emergency only and ensure you get a direct consultation.
