Private area pain and spots

Asked for Male, 20 Years

Painful cluster of inflamed clear spots on male pernireum , each with what looks like a black dot in each one, about 20 of them. Stings a lot. Thought to be ingrown hairs but there’s so many of them, and doesn’t appear to have a hair when I picked at one of them with tweezers. Clear and not red but very Painful to touch.
