Most likely it is not a Genetic problem. But no one can be sure.
You may get Genetic testing done but the chances of your taking some remedial measures on the basis of that report are very low.
So, I suggest that you should go ahead with your next pregnancy. You should get all the tests done as per the Gynaecologist .
You didn't mention whether you had a previous normal delivery or a Caesarean. But this time it must be a Caesarean.

HIE occurs when baby’s brain doesn’t receive oxygen or blood supply either before, during or shortly after birth.
What mode of delivery ? You mentioned no complications were there during birth. Weak cry of the baby ?
Did baby cry immediately after birth? Was there any umbilical cord around babys neck?
If your normal delivery was a prolonged/difficult one
Also were any instruments used
HIE is usually a consequence of difficult labor, genetic testing may be warranted in some cases

For this there are certain questions that you need to answer. Was it a difficult delivery, any instrument was used to assist the delivery, baby weight at birth, was it difficult to deliver the baby and a prolonged labor considering baby's MRI report. You will need to connect online for further counselling.
