Pigmentation
I have pigmentation on my face. Some days it seems to have reduced, where as some days it's like all over my face. I used to have a pimples back to back till a year back. Now those scars are there.. which makes my face look bad. Also, my lips are kind of dark in colour, they look chapped, and hurt almost all the time. I can't apply lipstick because it looks bad after some time on my chapped lips. Also, the area around my lips is dark in colour. Some random thing happens there (usually on the bottom right side (below) my lips. It looks bad, goes away in 7-10 days, and leaves a black mark. Please suggest how do I deal with my skin issues. I have a very hectic lifestyle (15-16 hours of work From Monday to Friday). So keeping that in mind, please suggest how do I make my face look better. It has been like this for years now. There's no glow on my face.

The on and off pigmentation seems to be stress related because of your hectic work schedule. A good sunscreen with SPF 25+ gel form,(since you are prone to pimples) during day time and a night cream containing kojic acid should help you. Also add some fresh fruits and green leafy vegetables in your diet. As far as chapped lips are concerned, you should use a good lip balm as and when required.
Next Steps
visit a skin clinic. get some in office treatments like chemical peel and/or q switch laser. your Dermatologist might prescribe you some anti oxidants and supplements after examining your skin.
Health Tips
don't buy over the counter whitening cream, they might help you initially but may be harmful in a long run.
