Phimosis(Exposure of urethal Meatus)

I am 17 years and 9 months old. I have tight foreskin only my urethal meatus is exposed. I found difficulty in having intercourse with my gf . How do i treat this problem? Is surgery necessary in my case ? I never face problem in urination. Please help. What type of oil to use?
