Pennis Hole slightly displaced and small

Hello Dr. My Kid is 5Yrs old, by birth his pennies hole is very very small and slightly displaced the position to downside. One of pediatric surgeon recommends and told that it needs a surgery to adjust displacement. Could you please advise glans recommend expert pediatric surgeons in Bangalore.
