For one month baby, it is physiological,  normal phenomenon. Don't meddle. If urine stream is good, don't worry. If it is red or swollen,  consult pediatrician

Hello, Small foreskin of penis ok till ine year of age provided it's not causing any infection. Consult with pediatrics surgeon around one year of age if skin is still not opening. Keep the area clean. 🙏Tiwari child clinic Delhi🙏

You'll need to meet a pediatric surgeon, who will examine your baby and advise if circumcision is required or not.
