Pain in the forskin

Asked for Male, 23 Years

Today morning i woke up with feeling and the urge to itch the area near tip of the head and underforskin.. so i took water and bit of soap foam to scratch the area ..but i started to feel the pain on the foreskin and now i checked i can see red rashes area under the tip and above of foreskin!
