Pain in penis

Asked for Male, 22 Years

Sir/Madam, 3 weeks back, I had pain in penis at the opening end. I consulted a doctor and he gave me medicines. Now, since 1 week, I am having pain in anus, pricking sensation and burning sensation while urinating. Also, I am having pain, which I had earlier. Plus, the outer sheath of the anus (I don't know the name) over the penis is unable to retract. It got narrowed down at the opening and unable to retract. I did not had this problem earlier. Please help me.
