Shoulder has a normal range of 180°,you haven't mentioned at which, range it's paining, i guess it could be around 45°-60°, which could be due to soft tissue pathology

Hi If you have any history of injury then give it rest and I would suggest you to see a orthopaedic surgeon. If no history then please check if except lifting arm other movements are also difficult ? If yes then most likely it should be frozen shoulder, there are more chances in case of diabetes.

Hello, considering ur age , likely that it can be frozen shoulder.. If u r diabetic , pl check n maintain ur sugar levels Meet a physiotherapist, take ift , ultrasound or hotpacks along with shoulder girdle strengthening exercises.. for 8-10 days

Did you injure yourself? If not, At your age it could be frozen shoulder. It would be ideal to get an XRay followed by a consultation with a physiotherapist.

Use Hot Pack on ur shoulder twice a day for 10-15min. Also start doing exercises of shoulder joint under guidance of Physiotherapist. For this visit to the Physiotherapist
