  4. Outgrowth on face. The reason for this?

I had a small pea-sized black mole protruding in my chin. We operated and removed it 5 yrs back by doing dermabrasion. It left a white patch in face. Around two inches below, now another small patch of growth is visible. What is the reason for this? Photo attached.
