I am facing from mouth and tongue ulcer monthly.And it takes much time; I think 1 week to heal.I am just 19 years.But doctor will these ulcers can lead to cancer?

It may be due to some deficiency. Please take multivitamin. If the ulcer does not heal then may require to do a detailed assessment

If the ulcers are periodic n not constant. Chances of being malignant is less.
It can be stress related or related to vitamin deficiency

Most probably mouth ulcers are stress or vitamin deficiency related. Take a course of multivitamin. Long standing gastritis also will manifest as oral ulcer. Get Gastroenterology opinion. In this oral ulcer will not change into cancer. No need to worry
