Kindly first a dermatologist and rule out any derma conditions. Following that, there are ways to diagnose OCD. Just because of scalp pain and sensation we cannot say you are suffering from OCD. Needs consultation for evaluation. There are several dimensions, all those need to be enquired.
Next Steps
Dermatologist consultation first.

You need to consult with dermatologist and get treatment for the symptoms of pain and pricking. But if these symptoms persist for long after adequate treatment and without any apparent cause, then you need evaluation with psychiatrist. After only detailed evaluation one can diagnose ocd and its not diagnosed with only one symptom.

Source of origin of your symptoms need to be evaluated,if it’s beyond any organicity and overthinking associated with we may think of obsessive rumination or something related to that. But from ur information we can’t go for diagnosis as we need more information..so consult for expert opinion
