My sister is 13 years old and her neck is becoming darker every day. Her completion is fare and only neck area is getting darker. Her mother also have the same issue. Is it because of genes. Can we prevent it. Please suggest.

This is acanthosis nigricans which presents as dark velvety thickening of skin around neck. It's most common causes are obesity and insulin resistance. Genetic component is also there .
