Seems you are suffering from acanthosis nigricans which is a skin condition associated with metabolic disorders, pcod, hormonal imbalance etc
- Photographs are necessary to differentiate hyperpigmentation due to other cause versus skin thickening and pigmentation
Next Steps
You should seek for professional help if y have associated acne, facial hair growth and menstrual issues to rule out pcod which fits in your case still further work up is required
But till that time you can try DIY scrub @ home
1 lemon- two halves. squeeze juice and fill that half with sugar granules and honey and scrub on your neck for few minutes
Try this but make sure its not cure but just a tip during quarantine.
