My hand is like that

Washing hands very frequently can cause excessive dryness, if it's not followed by moisturiser. Use moisturisers consistently after EVERY HAND WASH

Excess handwashing is a sign/symptom of Obsessive Compulsive Disorder (OCD). You will need the help of psychiatrist to get rid of hand washing. Then the dryness of the hand can be controlled by moisturizer amd pigmentation can also be treated
