Milia near my eyes

I've consulted some of my local doctors they told me it is milia. White spots appear on my face, mostly beside my eyes. None of the medication they prescribed helped me to get rid of these permanently. Sometimes I go to do cautery, which solves the problem temporarily but these keep coming back after just after a couple of days.
