Which cream you have applied and for how long? Have you stopped it?. If you were using a strong steroid cream, you should stop it . To overcome dependence , you should use mild cleanser , moisturizer, and a sunscreen. You need to use an agent to reduce pigmentation. It requires examination by dermatologist.
