We have gone through MRI and x-ray doctors suggest to go for the surgery ,but they are saying 90percent surity of not getting paralysis after surgery so may I know is there any possibility of 100percent surity of surgery without any effects

No one can give 100% assurance of surgery becoz its spine surgery , if indicated go for it , pt will definitely get relief
