Dear user, at the mentioned age memory problems may be a sign of cognitive impairment or simply known as dementia. The added medical illness like hypertension (b.p.) and diabetes add to the risk. I would suggest to make sure his blood pressure and sugar levels are well controlled. A brain imaging like MRI scan and visiting a neurologist or psychiatrist can confirm the diagnosis and help in managing the problem. Till then make sure that your father has enough supervision.
