When has the cord fallen off ?? If there is some granuloma formation at the stump, bleeding can occur . Just keep the area dry . You can try using common salt - put in umbilicus ,n wash off after 10 mins  ..do it twice a day . Check the color n smell ,if its foul smelling . If discharge continues ,we need to rule out patent VID .. in that case ,meet a Pediatric surgeon.or consult with me online ( I m pediatric surgeon)
Next Steps
meet a Pediatric surgeon if discharge continues

Please do not apply anything . Just wash with baby soap and water while giving bath . It will go away . If bleeding doesn’t not stop consult again

No need to panic. Its common to have this when the remaining stump umbilical cord  falls off. Just clean the area with clean towel and keep it dry.
Next Steps
If bleeding reoccurs then put clean 'common salt' from new packet on umbilicus two times in a a day for 5 days. That will dry it up.
Health Tips
However if no relief or if umbilical area is fowl smelling then show to nearby doctor.
