Lips always dry and black

Asked for Female, 24 Years

My upper lips is getting dried always and it has turned very dark. Im using baby lips lip balm and i dont use any lipstick. Im facing this problem from 2months. Though i apply lip balm no use it is still dry.. I dont share or use others lip balm.
