Decision on surgery cannot be done based on MRI report alone. If you have instability while putting weight on affected leg, it is due to ligament injury. Meniscus tear will cause pain. All these findings need to be correlated with history and examination findings.

Meniscus does not cause instability , may cause locking or pain. If your doctor has examined you clinically , and if your instability can be attributed to ACL injury , then you should proceed with doctors advice. The whole procedure is one only, just that meniscus and ligament surgery are different parts of same surgery .
