Based on the image and location (neck + waist), this looks more like a fungal infection (tinea corporis / tinea faciei) rather than simple eczema.
Next Steps
1. Hygiene & prevention:
• Keep area dry and sweat-free
• Avoid tight collars / synthetic clothes
• Change clothes after sweating
• Don’t share towels
2. Avoid this:
• Steroid combination creams (very common mistake)
• Scratching (can spread infection)
