Leg skin issue-dry but smooth, less hair

Hi, Since few months both of my lower legs(1st of only in 1 leg) have developed some skin issue, picture attached of same. At first it was just becoming more and more dry(lotions don't help) and had itching occasionally resulting in minor blood spots but rarely. at core of issue what concerns me is that area in/around this patch feels very hard even till inside as if muscle is getting very harder inside, also hair is falling, getting lesser but only in this patch. I am not looking for treatment options available but please just tell me what this condition seems like, what is it's name and is it easily and for sure curable or not?? I respect your busy schedules still please don't send automated or copy pasted response. Thank you. FYI: I am having vitiligo in hand since 8+ months
