Itchy and uneven skin tone

Asked for Female, 21 Years

I have an uneven skin tone around my eyes in a circular motion. It itches a lot at times and have turned lighter in color. I apply vaseline petroleum jelly as well, as frequent as possible but nothing helps. And it is getting bigger day by day.
