Itching in penis fore head and skin.

I am having itching in my penis fore head area as well as fore head skin, white smegma is always persists though i am regularly wash my penis . I am using candid c ointment or onabet b ointment but results are not up to mark . Need help and suggestions regarding the ointment and how to keep my penis itching free.
