Is this a cyst?

Asked for Male, 18 Years

Noticed it was itchy at my waist so I investigated and there was blood and clear pus so I cleaned it up and now there's a white thing in the center and it kinda hurts, wondering if it's a cyst or just a pimple or something bad. Also I put a little antibiotic gel around it.
